7. idempotent bounded execution receipt;
8. independent post-verifier and rollback/no-write terminal;
9. incident/Telegram/KM/RAG/MCP/PlayBook durable acknowledgement.

Missing any stage means partial, degraded or blocked_with_safe_next_action.
