- Governance automation inventory 的 P2-138 truth chip 已明確拆分 `Gateway 寫入=0`、`Telegram 送出=0`、`Bot API 呼叫=0`、`正式寫入=0`；這只是前端可讀性補強，不是 runtime gate。
- 本地驗證：JSON parse OK、i18n key parity `11780`、Web typecheck 通過、Web production build 通過、security mirror guard OK、source-control owner response guard OK、doc secrets sanity OK（796 files）。
- Production API readback 維持 P2-138 completion `100`，maintenance window decision hold `5`、approval required total `12`、Gateway queue write `0`、Telegram send `0`、Bot API call `0`、production write `0`。
